What is Ecosystem Operator?
Ecosystem Operator is a dedicated private, public, NGO or PPP organization who have taken responsibility to operate an ecosystem or one or several support, management or development function within their ecosystem, on a long term basis, - where the operations in question are significantly using Startup Commons digital solutions, framework models and/or other resources and where the organization have obtained an license to be an official Ecosystem Operator.
Local, Regional or National Ecosystem Operator license grants independent right to operate non-business vertical limited model for mutually agreed geographical area, catering equally to all development phases, business verticals and ecosystem functions within agreed area.
Business Vertical Operator license grants independent right to operate mutually agreed business vertical dedicated ecosystem, connecting and acrossing multiple location based ecosystems at preferably at multinational level, mainly catering for growth stage businesses and support functions within their own and for connecting ecosystems.
Ecosystem Operators can freely agree on the terms between other operators and can sublicense any of their own ecosystem functions utilizing Startup Commons assets to other organizations within their dedicated location or business vertical, define the sublicense terms and manage these sublicensee relationships independently with Startup Commons support available.
Ecosystem Function Operator license grants independent right to operate specific ecosystem function like; education, training, support service model, online platform, etc. that is utilizing Startup Commons assets within that function within mutually agreed ecosystem(s). License agreement is made with Startup Commons or with other Ecosystem Operator licensee.
Startup Commons have a veto right to revoke a license, decline individual Ecosystem Function Operator sublicensee or specific terms on the basic if it impacts negatively to Startup Commons vision, mission or spirit in global effort to scale entrepreneurship and innovation.

What is the basic relationship between Startup Commons and Ecosystem Operator?
Startup Commons role is to be a global "R&D" partner for Ecosystem Operators and a facilitator to develop international connections.
As an R&D partner, Startup Commons develop, document, validate and refine open standards for knowledge, practises, concepts, tools, software and other resources (ie. assets) for business creation, support functions, ecosystem development and ecosystem management. To be shared to help reduce duplicated work and efforts on things already learned or created by us or others.
As a facilitator for global collaboration between Ecosystem Operators, Startup Commons informs all relevant parties about the new partnership, connect and support in partner negotiations for resources and in developing international connections.
Ecosystem Operators deploy and operate mutually agreed Startup Commons assets within their selected ecosystem and related functions. Ecosystem Operator funds the local operations and/or is responsible to acquire needed resources for the operations and related expenses, - to self-fund and/or invite other national or international stakeholders to fund the operations fully or partially. Ecosystem Operator defines, negotiates and decides best business, revenue and partner models and Startup Commons provide strategy support and have limited veto rights for actual decisions.
Collaboratively Startup Commons and Ecosystem Operator work on refining the vision, mission and strategy, on defining a basic operative model for operations, and on recruiting, team building and training. Both also collaborate to iterate, develop and innovate new shared assets to help scale entrepreneurship and innovation globally.
Sharing common vision to scale entrepreneurship and innovation, the spirit of cooperation is for Ecosystem Operators to have access to all agreed assets Startup Commons have to offer, as well for all relevant new assets made available going forward, as part of an ongoing agreement.
